Good morning. Wasn't it a pleasure to see victory go to the team who didn't foul like an incontinent dog?

This afternoon, at 3.30 or thereabouts, the vuvuzela of rumour will be silenced when the NHS White Paper is due to be released. We will offer some coverage in the run-up, though we will be in a media 'lock-down' between 1.30 and 3.30.

I wrote something about the new system a few weeks back, on the subject of power in the NHS. Part Two has been delayed for fairly obvious reasons, but is now with you.

The new system is coming, whether we like it or not, with tomorrow afternoon's publication of the NHS White Paper. Tomorrow morning I will post a series of questions, which we must hope it will answer.

IHI supremo Don Berwick has been Presidentially appointed (read 'given the job by Barack Obama in the teeth of Republican senatorial opposition') to run the Medicare and Medicaid federal healthcare programmes in the USA.

This is very good news for the US healthcare system. Berwick is a very smart man.

Assuming he has not Tom Daschle-type tax 'issues', Berwick will make a huge difference. He's been a supportive critical friend of the NHS, and knows about the pitfalls of sundry things we've tried here.

"A government must not waiver once it has chosen it's course. It must not look to the left or right but go forward."

"To retain respect for sausages and laws, one must not watch them in the making."

This is getting silly: even sillier than usual.

As you probably know, we reported that the NHS White Paper's rescheduled publication date of Monday 12 July is likely to be missed, and that its publication will be accompanied by five consultation documents.

In other words, where this White Paper is not blank, it's Green.
